Trong Tây Du Ký: Ngọc Hoàng giống như tất cả vị Vua của Trung Hoa ngàn xưa, và cũng được coi như một vị Phật cai quản cõi trời ở phần Giới Luật. Song song đó lại có Phật Tổ Như Lai là vị Vua của tất cả chư Phật cai quản cõi trời của phần Đầu, của Tâm Trí (Trí Tuệ). Và còn có vị Phật Như Lai cai quản cõi trời ở phần Thân Tâm, là trung gian giữa thế giới vô cùng bé và thế giới vô cùng lớn, giữa phần Đầu và phần Giới Luật.
